Having written federal grant applications and administered federal funds to states you just really don't know from the summary. For example: this could have been focused on Spanish-speaking youth where the big barrier to using/enjoying/protecting federal land were because all the signs/webs/interpretive info was in cracker-English. This organization is 'for profit' which is a bit unsettling but...it might also be the case that they partner with non-profits closer to the targeted populations. It's never as simple as it looks.
